The City of Refuge Uplifting Boys to Men, Inc., was founded in 2002. The organization was created on principals of love, love that became an urgency within the heart of one individual. The ideas and vision of the City of Refuge U.B.T.M., was impregnated into the soul of Teressa Owens, which later birth into action. Ms. Owens truly believes the children are our future. She also believes we have a responsibility to at least try to prevent them from falling between the cracks of society.
